I agree with your general comment at the beginning of your document, that the language in these sections can be very confusing.
I feel fairly confident that I now understand it, but who knows, I may be deluding myself.
I will write a bit about how I see things and see if you agree.
Referring to your second paragraph about page 301: As I see it the word h-line can refer to a geodesic line on the pseudosphere or a corresponding line in the map. Consequently I don't have any problem with the statement in paragraph 1 on page 302, and (34) makes sense for both the pseudosphere and the map. It just so happens that Needham draws a picture of the map in 22a.
Presumably curves other than h-lines, on the map, correspond to non-geodesic curves on the pseudosphere.
I have commented elsewhere about the rest of the document.
