There is an error in the diagram [36a]. The way it is drawn in the book makes it look as though the sense of angle $ds$ is reversed in rotating from $L$ and $E$ to $L'$ and $E'$, but this is not the case.
To correct the diagram just extend figure 36a to the left to show the other point of intersection of $L'$ and $E'$ with the horizon and use the angle $d\widehat{s}$ there instead of the one shown on the right of the diagram in the book. Please read this post for a more detailed explanation.
